Mychelle Lay, 45, of Las Vegas (also referred to in some records as Michelle Finlay), faces serious felony charges including theft over $100,000, fraudulent acts concerning public assistance, multiple fraudulent transactions through an enterprise, and 11 counts of obtaining and using the personal identity of another for unlawful purposes. Authorities say she created a fake business called Lay’s Community Co-op to serve as a front for trafficking SNAP (food stamp) benefits and other government aid, including medical assistance.

The scheme allegedly involved purchasing legitimate EBT cards from individuals for pennies on the dollar—often $0.50 to $1.00 each—using mobile payments or even Uber couriers to collect them. Lay then processed these cards through her fraudulent storefront, creating over 18,000 unique user profiles and stealing the identities of at least 11 people to facilitate the transactions. Investigators discovered she received up to eight EBT cards per day, pocketing around $1,000 in cash daily from the illicit activity.
The scale is staggering: Lay is accused of personally stealing nearly $103,000 in benefits, while the fake business handled over $682,000 in total fraudulent transactions between January and September 2025. The investigation began after a tip to Clark County District Court, leading to a parole search of her home in June 2025—where officers found EBT cards and incriminating documents. This came while she was already on probation for previously stealing personal identifying information from two women.
The case, handled by the Nevada State Police, Nevada Attorney General’s Office, and Division of Social Services, highlights the “criminal sophistication” noted by Gov. Joe Lombardo’s office. Lay was arrested on March 13, 2026, and remained in jail as of mid-March due to the parole violation, with a court appearance scheduled shortly after.
