Mychelle Lay, also known as Michelle Finlay—a convicted felon from Las Vegas—stands accused of masterminding a large-scale SNAP (Supplemental Nutrition Assistance Program) scam that cost Nevada taxpayers over $102,765 in fraudulent food stamp benefits alone, with investigators uncovering an additional $650,000 in related Medicaid fraud still under review.
The scheme, which allegedly ran from 2023 through at least early 2025, was shockingly sophisticated for someone funding a $400-a-day drug habit. Lay reportedly set up a fake grocery business using a “silent partner” with a clean record to obtain the necessary licenses. Once approved to accept SNAP/EBT payments in late 2024, the operation kicked off in January 2025. She used stolen identities to fraudulently apply for SNAP and Medicaid benefits through the state’s Division of Social Services. Approved benefits cards were then collected by an associate from welfare offices—no ID required—allowing Lay to pocket up to eight cards daily and sell them for cash, raking in around $1,000 a day at peak.

Investigators discovered more than 18,000 unique user profiles on devices linked to Lay, with at least 11 confirmed victims whose identities were stolen and exploited. She initially partnered with a group described as “the Nigerians” to traffic the benefits but later went solo. The fraud came to light after a Nevada State Police Parole and Probation visit in June 2025 uncovered suspicious activity, leading to her arrest on March 13, 2026. Charges include theft over $100,000 and fraudulent acts related to public benefits trafficking.
This isn’t isolated—it’s part of a disturbing national pattern where welfare programs become magnets for abuse. Governor Joe Lombardo’s administration deserves credit for pursuing this case, and the Nevada Health Authority’s push for modern tech, AI detection tools, and better enrollment platforms is a step in the right direction.
