Kennedy International Airport as he attempted to board a flight to Germany and flee the country. Liang, an aeronautical engineering student at the University of Glasgow who entered the U.S. via Canada on a B1/B2 tourist/business visa, stands accused of violating federal laws prohibiting the unauthorized photography of vital defense installations.

According to court documents filed in the Eastern District of New York, Liang used a “planespotter” website to scout locations near Offutt Air Force Base in Sarpy County, Nebraska, on March 31. There, he pulled off the road and captured detailed images with a camera equipped with a telescopic lens — focusing on highly sensitive aircraft including the RC-135 surveillance planes and the E-4B “Nightwatch,” famously known as the military’s “doomsday plane.” This strategic base serves as headquarters for U.S. Strategic Command (STRATCOM) and houses critical assets essential to our national defense.
Liang reportedly admitted during FBI questioning that he photographed the aircraft to observe the “status” of the fleet and acknowledged the illegality of his actions. A witness had already tipped off authorities after spotting a man with a long-lens camera near the base. Investigators discovered numerous photos of military aircraft positioned directly on the Offutt flight line. His activities weren’t limited to Nebraska — he had previously scouted Ellsworth Air Force Base in South Dakota and had plans to target Tinker Air Force Base in Oklahoma.
While Liang claimed the images were merely for his “personal collection” due to a passion for aviation, the methodical pattern, his specialized academic background, and his attempt to exit the country raise serious red flags. Offutt officials confirmed he did not gain access inside the base, but the breach of security around these protected assets is unacceptable.

This arrest is no isolated incident. It fits a disturbing pattern of Chinese nationals — often students or researchers — probing America’s military defenses, intellectual property, and critical infrastructure.
